In this case it might be useful to embed some form of identification
into the hex number. For messages it could start with 'Me' (&4D64....)
and for User Dictionaries with 'UD' (&5544....). The ModeWhen rules for
News mode could have:

  fff, (Pluto)**.4D64*

Then messages would be claimed by News mode but not User Dictionaries.

Sounds like an interesting experiment. If the session numbers used are
different then it could be handled correctly and you'd end up with the
content of the OLE file that was closed last.

Whether that's actually the case I don't know, but I'm interested in
hearing the results.
