If you change a ModeFile then StrongED will automatically reparse it if
'Global Choices -> Edit -> Reload all modefiles when one is changed' is
on. A call to RescanModes is not necessary.

No, they are the same. The iconbar menu item simply calls RescanModes()
internally.
