You can install them from the Modes database as Tim has suggested.

If you've already done that for 4.70a12 then you can also copy them
over. To do this:

 - Open the 4.70a12 application directory (shift-doubleclick)
 - Open the 'Defaults' and in there the 'Modes' directory
 - Do the same for 4.70a13

 - In 4.70a12.Defaults.Modes select the modes to copy but be sure to
   exclude BaseMode, AppBasic, Applua, Dump and TaskWindow.
 - Drag the selected modes to 4.70a13.Defaults.Modes
 - (Re)start StrongED 4.70a13
