[StrongED] ToggleBD 1.09 available

ToggleBD v1.09 is now available for download from:

This version fixes a couple of issues found in the previous version. The
main problem was that doing F12,Return with the backdrop raised could
lead to windows seemingly disappearing.


Changes in 1.09 (from 1.08)
===========================

 - The screen redraw that follows F12,Return will redraw the backdrop
   first so it appears to have been moved back down but it's actually
   still on the foreground window stack.

   Clicking on a window's back icon would now result in it being moved
   behind the backdrop, effectively hiding the window. Fixed by making
   sure the backdrop is moved down properly when there's a mode change.
   
 - Verify that StrongHelp$Dir exists by reading its value rather than by
   trying to canonicalise it as that won't error if it doesn't exist.
   
 - Added a text manual that gets opened when StrongHelp is not present
   or hasn't been seen by the Filer.
   
 - Improvements to various parts such as the service call handler and
   the Wimp task close down code.

 - Updated ResFind to the latest release version (4.00).
