[StrongED] Time stamps

When I load a textfile into StrongED, modify it, and resave
it, does StrongED update the time stamp of the file at the time of
resaving?
The reason I ask is that I have written an application that uses
SWI OS_File 23 to compare datestamps of files, so that updates
only take place when a source file has a later datestamp than
its target. The trouble is, this does not always work, and
I am sometimes driven to deleting the target to ensure that
an update happens. Could it be that not every edit (with StrongED)
is bumping up the time stamp?
