[StrongED] Bug - StrongMen blocking shft-f12

After some more investigation I can consistently reproduce the problem 
by following these 14 steps:

1) delete Apps.!StrongMen
2) delete Boot.choices.StrongMen
3) reboot
4) cover iconbar with a window
5) press shift-f12 - the icon bar comes to the top
6) download strmen.zip (version 1.27 30 Jan 2017)
7) open zip
8) extract !StrongMen
9) run !StrongMen
A) cover iconbar with a window
B) press shift-f12 - the icon bar stays hidden
C) quit !StrongMen
D) cover iconbar with a window
E) press shift-f12 - the icon bar stays hidden


This is on a Raspberry Pi model 3 running high vector RISC OS 5.23 
from 13 dec 2017.

This bug does is not present in (version 1.27 30 Jan 2017)
