Does not work where?
I was under the impression that & was indeed required in links, although
some browsers were usually able to guess what you mean when it isn't
included. It's used on all of the sites that I've authored, as far as I
know.
If you mean "Doesn't work when launched from StrongED", that's a different
problem altogether.
