I think that these days, you're looking at this from the wrong perspective.
Don't tie the documentation to /any/ format, but use an-end-result-agnostic
format (such as XML) to hold the content. You can then quickly generate
several different formats (text, HTML, DDL, StrongHelp, whatever) from those
sources as part of the build process.

This has the other advantage that, because the XML is about content and
semantics, you get a standard structure and formatting imposed on the
document.
