OK - I should have said html + css

I'm not expert at CSS but should have enough for this project.

Unless there is sufficient show of other needs, yes. NetSurf's default CSS
is <NetSurf$Dir>.Resources.CSS

Interesting  - easy enough to put a link in but if this is for NetSurf
there already is such a default. Anyway when I look at my pages on e.g.
Chrome they don't display differently. So I assume NetSurf's default is
very similar to other browsers.

Almost all of such a project is text plus illustrations. CSS requirements
are relatively simple. 

I'll have a look at your offering but as all the effort is in the writing
any such program has little benefit as far as I can see. I use !Makro to
insert commonly used tags - makes the job very easy. Only brain-strain is
deciding what I need to do!

Where Fred and I really can use help is in actually writing the
instructions....
