I think inasmuch as brightness is a component of the colour picker; there
is no separate brightness setting in the dialogue. However:

1. Open a StrongED window in the mode you want to change 
2. Right-click on the 'tick' icon at the top of the window
3. Select the colour button
4. Select the Element you want to change
5. Select either the Foreground or Background square of 'Colours'
6. Select HSV
7. Select Value
8. Move the right-hand slider up and down to adjust 'brightness'
9. Click OK, OK etc.
