Yes, it 'just' sits on a couple of vectors so any TaskWindow regardless
of serving editor should be able to make use of it.

One place you could RMLoad it from is UserPrefs.StartUp.UserInit which
is run when StrongED starts up. The bottom section of the file can be
used to start up additional tools that you want to have available while
using StrongED.
