[StrongED] StrongEd v4.70a11 and LineEditor

Having taken the plunge to try booting SE before Zap, I find that the
invaluable LineEditor disappeared from view.

It was of course supplied with Zap (and SE) but according to the SE
credits help page is no longer supplied with SE. That page suggests it is
available from hensa ... which is no longer there!

v2.73 is available from https://survex.com/~olly/software.html ... but
the version within Zap is v2.76d (03 Mar 2003) which has a comment of
[test version - don't distribute without permission] Olly
but changes since v2.73 seem to have been by Darren Salt.

Yet another piece of invaluable software that will take some effort to
resolve (or re-invent - again ... Olly re-invented another which became
'lost')

My real question is: do users just have to RMLoad it somewhere so it will be
available in any TaskWindow (SE, Zap, or even Edit)? If so, that also needs
to be in the help.
