[StrongED] Scope of pattern variables

I may have missed it, but I could not find anything
in the StrongED help files about the scope of
pattern variables. If I define a pattern, say to
be called 'foo', in the ModeWhen file of a mode,
is the scope of 'foo' restricted to that file?
Or can it be used in that mode's ModeFile?
Or can it be used anywhere, including the files
of other modes?
If the scope is global, we may need to know in what order
files get read at startup and at rescan to determine
the operational semantics.

I guess I could have done one or two experiments to find
out, but I thought it would be much quicker to ask here.
