Mine is in Apps, possibly because I put it there, I don't know.
I used to understand that the advantage (or disadvantage in the days of precious low memory) of putting Applications in Apps or Utilities was that all apps in those directories were !booted at Boot-up, so any call to a linked file would immediately start that App. It looks like this App !Booting is still done.
