Doing a *Show StrongHelp* in a TaskWindow should give you the location.

StrongHelp is an application not a shared resource so has no place in
Boot:Resources. IMO Manuals shouldn't be in there either as it's only
used by StrongHelp.

There is no standard place for StrongHelp, it's up to the user. The fact
that it's often found in places like Utilities is because of disc images
created by 3rd parties that include StrongHelp.
