In an OS services are started layered on top of each other. The WIMP gets started pretty late on. The error message concerned is probably issued by some part of the OS that starts long before the WIMP exists. Having such messages written anywhere that's persistent would be useful; one can always write a utility that drags those messages out of their storage location and merges them into more sophisticated logs.
