That location is fine. I've been able to reproduce the error message. It
happens when you have run 2.89, quit it and then run 2.86 (or older).
This is because the older versions don't know the *StrongHelp_Lookup
command (they still use the old name *StrongHelp).

StrongHelp 2.86 is included with Messenger so maybe that's where it's
coming from. Still a bit puzzling though as Messenger will only run its
internal copy of StrongHelp if StrongHelp$Dir is unset.
