[StrongED] iconbar shortcut to Choices dir

Small feature request:

Please could the iconbar menu have an extra offering that would open 
the directory where !StrED_cfg and such stuff lives?  Or open 
!StrED_cfg itself?

Alternatively or additionally, this could be done by an action button 
in the Global Choices dialogue, which is already on the iconbar menu.

Would save tedious digging when updating a modefile or something on 
four different machines involving the differing Ro4-5-6 structures.
