[StrongED] ToggleBD 1.07b available

ToggleBD v1.07b is now available for download from:
http://www.stronged.iconbar.com/fjg/zips/togglebd.zip

This version adds an option to toggle the iconbar along with
the Backdrop so that both are raised/lowered at the same time.

The toggle behaviour is now fixed at 'Lower if not at back',
the options to configure it have been removed, along with the
'Quit ToggleBD' button.

The hotkey combination would always be acted upon, even when
other keys were down. This has been fixed so ToggleBD no longer
steals other hotkey combinations.

The command ToggleBD_Configure didn't pass on the error block
correctly when it encountered an error (actually it didn't pass
it on at all, only V).
