Shift+Up and Down are located in the Global KeyList in BaseMode. Move
them to the main KeyList and they'll only be acted upon when StrongED
has the input focus.

Here's how (I'll assume you have StrongMode installed):

 - Open the BaseMode ModeFile by Ctrl-Adjust click on the iconbar icon.
 - Click Select on the LoF icon to list the various ModeFile sections
 - In the LoF, click on the line 'KeyList Global'
 - Locate the lines s-Up and s-Down. Select them and copy to clipboard.
   Then comment them out by prefixing with '#'. Add a comment explaining
   why.
 - In the LoF. click on the line 'KeyList', this is the main KeyList.
 - Copy the lines from the clipboard to the main KeyList, near the end
   seems most appropriate as that's where the other Up and Down lines
   are. Here too add a comment explaining why.
 - Save the ModeFile (to UserPrefs if asked for). StrongED should not
   claim s-Up and s-Down any more when it doesn't have input focus.
