lua scripts seem to be being applied by StrongED 4.69 without much 
assistance from me. Is there really supposed to be a tool in 
!StrongED.Defaults.Tools, or even !StrED_cfg.UserPrefs.Tools, because 
there isn't here and it still works.

As said above all that is needed is for !lua to have been seen. The 
command below shows the necessary conditions have been set.

*show Alias$lua*
Alias$lua : lua570 %*0
Alias$luac : luac570 %*0
*

See !lua/doc/script.html "Transforming text".

BTW It is a SHIFT-drag that is required.
