[StrongED] ToggleBD 1.03 available

ToggleBD v1.03 is now available for download from:
http://www.stronged.iconbar.com/fjg/zips/togglebd.zip

The main change is that the AppBasic configuration front-end has been
removed. Everything is now handled by the ToggleDB module itself.

Because of this you should not install 1.03 by dropping it over a
previous version. Instead rename/remove the old version then copy
ToggleBD 1.03 from the archive to your harddisc.

Further changes

 - The module now refuses to die when the backdrop is raised to prevent
   windows from getting trapped underneath.

 - Options have been added to control the display of an iconbar icon and
   if a click on the iconbar icon should toggle the backdrop. It's no
   longer necessary to use the -NoIcon switch in the command that starts
   ToggleBD (which isn't supported anymore).

   When ToggleBD is run without an iconbar icon the configuration window
   can be opened by simply double-clicking ToggleBD.

 - The configuration command has been renamed from ToggleBD_Config to
   ToggleBD_Configure. For now, the old name is still supported so your
   choices will be read but you're advised to upgrade your choices file.

   Upgrading is easy, after running 1.03 open the choices window and
   just click 'Apply'. The choices will be written using the new name.
