This may be a stupid question, but you are pressing the first key and
then the second one before releasing them? I have the two shift keys set
up and noticed that you MUST press them in the right order or nothing
happens.

Or, you don't have something like MouseAccess running do you? That and a
few other utilities I have discarded over the years and filed under
'pernickety' because they can't stop themselves interfering with the
smooth operation of other stuff.

It may be one of those time to 'remove all your start-up apps and get
software X working, then put your boot stuff back one app at a time' to
find the culprit.
