You need to find the file ModeLock, probably in 
!StrED_cfg.UserPrefs.Global. There will be a line BASIC, and under 
Process you need to change the N to a Y. I think this doesn't have an 
effect till you quit and re-run StrongED.

That happens here very occasionally, but I've never discovered what 
triggers it.
