[StrongED] Transient's Rules file staying open.

This is with Transient 2.06a and an ARMini, RISC OS 5.19 ((16 May
2012), and is probably all my fault!

I changed one or two things in Transient's Choices, and inadvertently
set different date formats for the icon bar icon and the directory
name. When I tried to correct this, I got, as reported by WimpLog:

29 Sep 22:08:56 000 00000000: Transient: This file is already open
(code780)

and indeed, CloseFiles confirmed that the rules file was indeed open.
At the same time, I discovered that expiry (usually set to 10 days
here) had been unset; I don't remember doing this, but perhaps I did!

Closing the rules file with CloseFiles and making the change back the
date formats to how they should be restored sanity. I wonder, is it
just something stupid that I did, or is there a problem in Transient?

Many thanks again to Fred for such an excellent app,

With best wishes,

Peter.
