That's because you've got the latest StrongMen which has this fixed but
hasn't been released yet. :-)

With regard to the above it's important to remember that if no command
is specified then StrongMen will issue a Filer_Run command on a path.
As <System$Dir> points to !System, an application, it is run the effect
of which depends on the version of !System. On RO 5.16 it does nothing,
on RO 6.20 it aborts as !System attempts to softload SharedCLib whilst
it's in use.
The suggested changes make sure that a Filer_OpenDir is issued so that
application directories are opened and not run.
